You may opt for an all web form submission system, where all of the delegates details are typed into form fields and stored in a database. This can be useful when running queries to find specific information.
The information can also be manipulated and visible through a web browser if it is all of the text is stored in a database. This can be particularly useful when it comes to the review process.
